Using the CLEER Tool to Quantify GHG Impacts of Policies in the Energy Sector


The USAID CLEER Tool enables users to estimate the GHG emissions reduced or avoided from clean energy activities. These clean energy activities include renewable energy (e.g., solar photovoltaic, wind turbines, geothermal, hydroelectric), energy efficiency (e.g., building and appliance efficiency), biomass energy, fuel switching, and additional technology types.

CLEER can also be used to quantify the GHG impacts of clean energy policies, provided that the user knows the amount of clean energy generated or saved, or the amount of technology adopted or deployed as a result of the policy.

Examples of clean energy policies include:

  • Electric Power Tariffs (e.g. Feed-in Tariffs)
  • Renewable Portfolio Standards
  • Increased Energy Access Laws
  • Electric Power Grid Code Updates
  • Energy Efficiency Laws

CLEER can also be used to estimate the projected GHG impacts of clean energy policy to 2070.

USAID is continuing to develop additional methodologies and calculators to quantify GHG reductions from clean energy policy, capacity building, and other activities that target long-term, transformational impacts.
